A Building Energy Efficiency Certificate (ECBC) is a mandatory requirement under the Building Energy Efficiency Disclosure (BEED) Act 2010 for commercial office buildings of 1,000 m² or more that are being sold, leased or subleased in Australia. A valid ECBC must be publicly registered on the Building Energy Efficiency Register (BEER) before a property can be marketed.

The BEED Act applies to commercial office buildings with a net lettable area of 1,000 m² or more that are being sold, leased or subleased. Mixed-use buildings are assessed on their office component. Some transactions are exempt — including leases of less than 12 months and buildings in certain remote locations. We can confirm whether your property and transaction are covered.
A ECBC is valid for 12 months from the date it is registered on the Building Energy Efficiency Register. If a valid ECBC is already on the register for your building, it can be used for the transaction — but if it has expired, a new certificate must be obtained before the property can be advertised.
There is no minimum star rating required to obtain a ECBC — the certificate records whatever rating the building achieves. However, a low rating may affect market perceptions, and prospective tenants or buyers can view the registered rating publicly on the BEER. We can advise on practical steps to improve your building's rating ahead of a transaction.
Typically 3–4 weeks from the start of energy data collection to certificate registration, assuming data is readily available. If energy billing data needs to be requested from a utility provider, allow additional time. We recommend engaging us at least 6 weeks before your intended marketing date.
Yes. Where a subtenant is subleasing space of 1,000 m² or more, a ECBC may also be required for the sublease. We can advise on obligations for both landlords and tenants and coordinate data collection with building management on your behalf.
